Dr. Sheila Davies
Director of the Dare County Department of Health and Human Services and the Public Health Director
In this role she directly oversees the county’s Public Health operations and provides direction for Social Services, Veterans services and the Manteo Youth Center. Dr. Davies is also an Adjunct Faculty member with the University of North Carolina, Chapel Hill and teaches Master level public health courses. Dr. Davies received her Bachelors of Science Degree in Psychology and Kinesiology from the College of William and Mary and her Master of Public Administration degree from Walden University. Dr. Davies received her PhD in Public Policy and Administration, specializing in health policy from Walden University. Dr. Davies was elected as the Mayor of the Town of Kill Devil Hills in 2011 and served 4 consecutive terms through December 2019. She serves and/or has served on numerous task forces, committees and boards including the Outer Banks Dementia Friendly Coalition, SAMHSA Telemental Health Services expert panel, NC Institute of Medicine Alzheimer’s Task Force, Currituck Dare Community Foundation Board of Directors, PORT Health Board of Directors, Children and Youth Partnership Board of Directors, Community Care Clinic of Dare Board of Directors and the Healthy Carolinians of the Outer Banks Partnership.
Anna Bjerstdet
Administrative and Communications Coordinator
After spending time in Wilmington, NC, she recently moved back to the Outer Banks—a place she’s always considered home. Anna is passionate about community, connection, and helping others find their perfect place on the coast. She lives with her husband and their beloved dog, Mowgly, enjoying the laid-back coastal life to the fullest. Anna is also a dedicated realtor with Outer Banks Realty Group.
Janis Collins
Founding Member
After starting her career as an intensive care open heart nurse, Jan spent 10 years caring for patients with compassion and skill. She went on to build a successful 23-year career in residential real estate before relocating to the Outer Banks, where she continues to make a meaningful impact.
After caring for her mother with dementia and her mother-in-law with COPD, she became one of the founding members of the Outer Banks Dementia Friendly Coalition – now a thriving nonprofit with over 50 local businesses trained to better support caregivers and their loved ones. She also founded the “Love to Remember” tennis tournament, now in its fifth year, to raise awareness and funding for the Coalition’s work.
Jan volunteers with the OBX Hospital’s Dementia Companion Program, offering comfort and support to patients and their families – just one more way she brings her compassionate nature into the community. She also serves on the Southern Shores Planning Board and is an active member of the Women’s Association of Duck Woods Country Club, where she helped add Dementia Friendly Coalition as one of its supported charities.
Whether hosting book club, playing bridge, or gathering friends for a round of golf or tennis, Jan brings people together with warmth, purpose, and heart.
Father Nathan Finnin
Rector, Saint Andrews by the Sea
Originally from Boston, Nathan was raised in Wilmington, NC with his twin sister. He is a 2004 graduate of the University of North Carolina at Chapel Hill with a BA in Philosophy and a BA in Political Science, and a 2008 graduate of Yale University with a Master of Divinity degree. After finishing at Yale, Nathan served for 2 years at St. Mary’s Episcopal Church in Kinston, NC. He moved to Greensboro in 2010 to become Chaplain for Canterbury School, where he served for 6 years before returning to parish ministry as Associate Rector of Holy Trinity Episcopal Church in Greensboro, NC. In 2020 Nathan was called to be Rector of St. Andrew’s By-the-Sea, Nags Head. He and his wife Kaitlin enjoy live music, good books, running, and spending time with their two boys and family dog.
